The High Council of Vayr is the main administrative organisation in the Duchy it is made up of the following members:

-Duke of Vayr
-Bishop
-Guard Captain
-2 Counts elected by the Counties

It is the High Council's task to assign land and rights to the citizen's, as well as to preserve the balance between the factions on the colony so none will be wiped and thus unable to provide troops and resources for the Duchy if it requires these.
